Permanent vinyl topping plastic non-adhesive stabilizer.

Available in Black, Clear, or White.

Used as a topping to enhance embroidery by matching thread color. It is a permanent stabilizer that can provide lift to the embroidery when working on terrycloth and other high loft fabrics; raising it above the surface for a 3-dimensional lift preventing the base fabric from showing through.
